DNO Validation Functionality

Each claim must be validated before submission.  On clicking the validate button a series of validation rules will be applied to all sections in a claim.  The result of that validation series will be displayed on the next page (See Figure 1.2).  If successful the submit button will become enabled and the claim will be ready for submission.  If failed then the user will be shown the fields that failed validation and will need to correct these fields in order for the claim to be submitted.
