Restrictions:

Trap retrieval efforts are conducted annually beginning on or after June 1 and ending before or on January 25 under contract with, and in coordination with, the FWC and fishery participant organizations. All traps, buoys, line, and other trap debris removed during the operation of this program are returned to shore and disposed of at approved facilities.
Bids are solicited competitively; awards are made by region to the responsible, responsive bidder submitting the lowest unit price per trap for each region. The awarded Contractor(s), in coordination with Commission staff, will perform all administrative functions associated with soliciting resources and participation from commercial fishermen or others for the use of commercial vessels (equipped with a trap puller) for retrieving traps within each awarded region, and properly disposing of traps and trap debris; coordinating trap removal and disposal efforts; providing required records and documentation to the Commission.
A Commission appointed observer must be present on board any vessel participating in the Trap Retrieval Program for payment to the awarded Contractor to be approved and authorized by the Commission's Contract Manager. Observers are secured by the Commission.

The awarded Contractor must demonstrate an understanding of trap retrieval objectives and propose a plan to administer a trap retrieval program including soliciting the participation of commercial fishermen or other qualified participants; securing the use of vessels (equipped with a trap puller) for retrieving traps and properly disposing of traps and trap gear; coordinating and scheduling local efforts to remove and dispose of most of the illegal traps left in the area during the closed season; and providing the required records and documentation to the Commission in a timely and organized manner. The proposed fee schedule will be evaluated on its consistence with Commission objectives, the basic plan described, and the competitive nature of the pricing (lowest bidders may not receive the highest overall ranking).
