SMALL COUNTY OUTREACH PROGRAM (SCOP)

Department of Transportation

55150200
Specific Appropriation:
$81,789,395; GAA 2082; FY 2026-2027

Related CFDA Code:

Section 339.2818, Florida Statutes
Objectives:
The program is made up of two separate funding appropriations. Standard Small County Outreach Program (SCOP) funding comes from legislative allocations to the State Transportation Trust Fund (STTF) and Small County Outreach Program for Municipalities (SCOP-M) from proviso language in the Annual Appropriations Act requiring a carve out of funding for the program.

SCOP provides state financial assistance for eligible projects located on the county road system as defined in F.S. 339.2818(2) to "small counties" for the repair or rehabilitation of bridges, the paving of unpaved roads, road-related drainage improvements, the resurfacing or reconstructing roads, and the construction of capacity or safety improvements.

SCOP-M provides state financial assistance for eligible road projects located on the municipalities and in some cases, county road system, to a municipality within a rural area of opportunity (RAO) or a rural area of opportunity community designated under F.S.288.0656(7)(a) for the repair or rehabilitation of bridges, the paving of unpaved roads, road-related drainage improvements, the resurfacing or reconstructing roads, or safety improvements to roads, however, capacity projects are excluded from this programs funding.
Types Of Assistance:
Cooperative Agreements
Other
Applicant Type:
Small County Governments and RAO designated Municipalities and Communities
Restrictions:
SCOP: Eligibility for SCOP is limited to projects in counties with a population of 200,000 or less as determined by the most recent official estimate pursuant to Section 186.901, F.S. Funding eligibility is limited to seventy-five percent (75%) of project costs; but, in-kind services or a combination of local funds and in-kind services may be used to meet the statutory twenty-five percent (25%) match requirement.

For rural communities that qualify under the Rural Economic Development Initiative (REDI) or are designated a Rural Area of Opportunity (RAO) a reduction or waiver of the required 25% local match may be requested.

SCOP Municipalities: Eligibility for SCOP is limited to municipalities and communities that are designated in the most recent Governors Executive Order as Rural Areas of Opportunity (RAO) under section 288.0656(7)(a), F.S. Funding eligibility can be up to one hundred percent (100%) of project costs; the statutory match requirement is waived, due to RAO entities inherently being eligible for REDI waiver matches.

In-house phases are not eligible or SCOP programs funding.

SCOP M funding cannot be used for capacity projects.
Procedures:
For information on eligibility, application, award and management procedures of projects receiving funding please see Florida Statute, FDOT Local Programs Manual (LPM 525-010-300), and FDOT Work Program Instructions (WPI) .
Pre-Application Notice:
Notice Of Funding Opportunities (NOFO), can be found in the GAP system and contain the application, required forms and materials needed for applying.

An active Florida GAP user account is required to access NOFO's and applications. To request access, use the Florida Gap-Log In link and click "Request User Access".
Application Procedures:
A separate application by specific SCOP program must be submitted for each project for which funds are requested. Applicants seeking funding for more than one project in either program are required to identify their priority.

All requests for funding must be submitted for consideration by using the Grant Application Process ("GAP") system, located at Florida Gap-Log In. A County may submit on behalf of an unincorporated RAO entity where the county owns or maintains the eligible roadway and will be delivering the project.
Award Procedures:
Submitted applications are first reviewed for completeness and the completed applications are evaluated and ranked by subject matter experts within the department within the GAP system. Projects selected for award of funding are messaged to the recipients and must be included in the Five-Year Work Program adopted by FDOT in accordance with sections 339.135(5) and 339.135(7), F.S.

All funding considerations and award decisions are subject to appropriation, and applicable funding limitations which include the timing and availability of the requested funds.

*SCOP-M projects awarded to eligible RAO municipalities that are to be delivered by the county would require additional documentation or agreements to address the coordination and responsibility of each agency.
Deadlines:
Application deadlines are listed in the NOFOs within the GAP system and correspondence from the Department to eligible applicants.

Additional information may also be obtained from the INFORMATION CONTACT listed below.
Other:
SCOP program application cycles and awards are not in the same year funds can be used for agreement execution due to the process of Work Program Adoption and yearly appropriation of funding to the Department. Funding and grant agreement execution are typically in the fiscal year following award.

SCOP program awards must execute a State Funded Grant Agreement (SFGA) for project delivery.
