Projects may not have received other federal, state or local funding (i.e., Hazard Mitigation Grants, Special Appropriations, etc.). Funds used for these projects are contingent on certification by the Division of Emergency Management that the emergency shelter or critical facility complies with, or will comply with, American Red Cross (ARC) Hurricane Evacuation Shelter Selection Standards. Surveys submitted to each county emergency manager requesting new hurricane evacuation shelter projects and to confirm or delete any projects on the Shelter Retrofit Report list.

Award Procedures:
|
The Division of Emergency Management has developed a point based rating system, which was used to prioritize projects. The rating system is consistent with the intent of Section 252.385, F.S., and the American Red Cross shelter selection guidelines. Factors that were considered in the retrofit proposal review process were regional and local shelter deficits, greatest provision of space, cost efficiency per space, and vulnerability to high winds and storm surge.
