Applicant Type:
County Government
Restrictions:
Eligibility is limited to projects that improve a facility on the State Highway System (SHS) or that relieve congestion on the State Highway System (SHS), which may include transit and other modes of transportation. Eligible projects must also be consistent to the maximum extent practicable with applicable Metropolitan Planning Organization (MPO) plans, and applicable local government comprehensive plans.

Program funding is limited to 50% of the cost of eligible projects and the 50% match requirement can be satisfied with local funds, in-kind services, right-of-way contributions or a combination of these options. For rural communities that qualify under the Rural Economic Development Initiative (REDI) or are designated a Rural Area of Opportunity (RAO) a reduction or waiver of the required 50% local match may be requested. For counties that have been awarded funding and have an REDI or RAO eligible community within the project limits a waiver may also be requested, however, the match reduction would be reflective of the percentage of work done in the eligible area only, not the entire project.

If a county does not execute an agreement within six months after selection of the project the Department may re-allocate those funds to the next highest-ranking project that has adequate funding.

Any awarded project not already in the MPO Long Range Transportation Plan or applicable local government comprehensive plan when submitted must be amended into those plans within six months of selection to include supporting documentation of the update to the Department

If the county rejects a project submitted by one of its municipalities, the municipality may request mediation.

All funding considerations and award decisions are subject to appropriation, and applicable funding limitations which include the timing and availability of the requested funds.
Deadlines:
Application deadlines are listed in the NOFOs within the GAP system and correspondence from the Department to eligible applicants.
Other:
