Recipient shall receive, hold, invest, and administer property and to make expenditures for the benefit of the program. The recipient shall encourage and assist the saving of private funds in tax-exempt accounts in order to pay for the qualified disability expenses of eligible individuals with disabilities.

After completing the negotiations, the agreement was routed through the department for the Commissioner's review and approval. Once executed a copy of the agreement was provided to the recipient.
